Legislator Phil Erner offers the following:

 

WHEREAS, Ulster County Area Transit, operated by the Department of Public Transportation, has as its mission to provide quality public transportation to the residents of Ulster County in a safe, reliable, and cost-effective manner; and

 

WHEREAS, effective fixed-route transportation service requires sufficiently fast runs; and

 

WHEREAS, conventionally, efficient public transportation must balance coverage, connectivity and speed of services; and

 

WHEREAS, slow or geographically limited service may prevent prospective passengers with no alternative, and discourage those who have alternatives, from using the service; now, therefore be it

 

RESOLVED, that UCAT should propose for the 2024 budget and into the future a plan for how it will introduce and operate express bus routes, having a principal purpose to travel between municipalities; and, be it further

 

RESOLVED, that UCAT should propose for the 2024 budget and into the future a plan for how it will introduce and operate local bus routes, having a principal purpose to travel within and/or around the city of Kingston, villages, hamlets and adjacent areas, as well as all residential, commercial, industrial or tourist sites of origin or destination for at least ten individuals; and, be it further

 

RESOLVED, that, in creating these plans UCAT shall coordinate with all pertinent departments as well as Ulster County Transportation Council; and, be it further

 

RESOLVED, that UCAT shall correspond with all municipalities concerning the local routes, as well as determining how the municipalities will contribute funds and/or further resources toward these services; and, be it further

 

 

 

 

RESOLVED, that UCAT shall correspond with other sites described above, and determine how they will contribute funds and/or further resources toward these services; and, be it further

 

RESOLVED, that UCAT shall operationalize its plans by October 1, 2024,

 

and move its adoption.
