Referred to: The Public Works, Capital Projects and Transportation Committee (Chairwoman Petit and Legislators Erner, Fabiano, Litts, and Nolan)
Legislator Phil Erner offers the following:
WHEREAS, provision of public transportation is a purpose of Ulster County; and
WHEREAS, Ulster County government has a Department of Public Transportation responsible, although not exclusively so, to carry out such a purpose; and
WHEREAS, additional departments deliver, have special knowledge about, or otherwise interact with, such services regularly or from time to time; and
WHEREAS, Ulster County depends on its constituent municipalities as well as the governments of the state of New York and the United States of America in order to deliver services comprehensively and efficiently; and
WHEREAS, other levels of government reserve certain exclusive powers independent of the County; and
WHEREAS, Ulster County further depends on individuals and organizations located, acting or having influence, within the County, in order to ensure the provision of transportation and related services; and
WHEREAS, for such services to be comprehensive and efficient requires focused collaboration among County departments; now, therefore be it
RESOLVED, that the Department of Public Transportation shall produce an Annual Report on Unmet Transportation Needs; and, be it further
RESOLVED, said Report shall include an Interdepartmental Report on Public Transportation; and, be it further
RESOLVED, that said Report shall include recommendations for actions to be taken by, and communicate the same to, County’s constituent municipalities as well as the governments of New York State and the United States of America; and, be it further
RESOLVED, that said Report shall further include recommendations for actions to be taken by, and communicate the same to, individuals, organizations and businesses; and be it further
RESOLVED, that such report shall include relevant information from departments including but not limited to the Office for the Aging, Office of Employment and Training; Economic Development; Veterans; Youth; Tourism; Social Services; Public Works; Probation; Planning; Mental Health; Health; SUNY Ulster; and the Human Rights Commission,
and move its adoption.
