1. Citizens are advised that Ulster County is considering an application for Community Development Block Grant (CDBG) funds administered by the New York State Office of Community Renewal (OCR). OCR will make 60 million dollars in CDBG funds available to jurisdictions affected by COVID-19 as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. CDBG funds through the CARES Act can be used to support small business, improve air quality in public facilities, make environmental improvements to housing for safe shelter, convert underutilized buildings into affordable housing and fund public services to ameliorate the impacts of COVID-19 on a community. CDBG funds would be used primarily to benefit low- and moderate-income persons. For the 2020 Program Year, Ulster County is applying for $10 million.
2. The proposed project is for conversion of a 145-room hotel to 100 units of emergency and permanent supportive housing located at 114 State Route 28 in the Town of Ulster. This project would create 60 units of emergency housing for homeless families and individuals. The remaining 40 units would be permanent supportive housing for individuals. There would be extensive support services, including transportation, at this location. The proposed development would provide not only discreet emergency shelter for families and individuals, but long-term permanent housing for individuals. Ulster County is partnering with RUPCO, Family of Woodstock, and Catholic Charities of Orange, Sullivan and Ulster Counties.
3. A public hearing on Ulster County’s Community Development Block Grant Program will be held on August 17, 2021 at 7:00 PM or soon thereafter as the public may be heard, in the County Legislative Chambers, 6th Floor, 244 Fair St. Kingston, New York. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.
4. Citizens are urged to express their views on the direction of Ulster County's CDBG Program. CDBG funds are available for housing activities including housing rehabilitation, well and septic replacement, and lateral connection assistance that primarily benefit low-and moderate-income persons.
5. Written comments should be directed to Dennis Doyle, Director, Ulster County Planning Department, County Office Building, 244 Fair Street, Box 1800, Kingston, New York, 12402 and shall be received no later than August 17, 2021.
