Referred to: The Law Enforcement and Public Safety Committee (Chairwoman Hansut and Legislators Clinton, Hewitt, Levine, Maloney, McCollough and Walls), and The Ways and Means Committee (Chairman Gavaris and Legislators Collins, Hansut, Kovacs, Nolan, Roberts, and Uchitelle)
Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County Department of Emergency Communications / Emergency Management; and
WHEREAS, the Director of Emergency Communications / Emergency Management has received notification from the New York State Division of Homeland Security and Emergency Services regarding the Federal Fiscal Year 2024 annual agreement for the Local Emergency Management Performance Grant Program (CFDA # 97.042), which provides matching funds to eligible local emergency service agencies; and
WHEREAS, the LEMG grant is made available under the auspices of the Department of Homeland Security and is administered by the New York State Office of Emergency Management; and
WHEREAS, the purpose of this program is to ensure the development and maintenance of a comprehensive, risk-based, all-hazards emergency management capability at the State and local levels, and to encourage the improvement of the readiness, response, and recovery capabilities for all hazards that threaten the State’s communities; and
WHEREAS, the grant requires no matching funds from Ulster County; and
WHEREAS, the Director of Emergency Communications / Emergency Management requests that the Chair of the Ulster County Legislature be authorized to execute an agreement (NYS Contract # C185229), and any amendments thereto, with DHSES for the LEMPG grant for the term October 1, 2023 through September 30, 2026 in the amount of $69,017.00; now, therefore be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute a Participation Agreement, and any amendments thereto, with the New York State Division of Homeland Security and Emergency Services for participation in the Local Emergency Management Performance Grant program for Federal Fiscal Year 2024, with an annual allocation of $69,017.00, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney; and, be it further
RESOLVED, if funding for this program is eliminated, the Commissioner of Finance shall immediately send written notification to the Clerk of the Legislature, and relevant Department Heads shall attend the next regular meeting of the Ways and Means Committee to assist the Committee in review and evaluation for determination of the program’s continuance,
and moves its adoption.
