Chair of the Public Works and Capital Projects Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and

WHEREAS, the superstructure of a bridge is a primary structural element for all bridges; and

WHEREAS, the approved 2025-2030 Capital Improvement Program includes funding for Bridge Superstructure Programin the amount of $7,587,321.00, with $1,165,500.00 anticipated in fiscal year 2025; and

WHEREAS, the Ulster County Commissioner of Public Works requested funds for constructionof the Watson Hollow Bridge in the Town of Olive (BIN 3346370), High Falls Bridge in the Town of Denning (BIN 3025130), Coxing Bridge in the Town of Rosendale (BIN 3347040), Saugerties Reservoir Bridge in the Town of Saugerties (BIN 3347790), and Tuttletown Bridge in the Town of Gardiner (BIN 3346640); and

WHEREAS, the Ulster County Legislature adopted Resolution No. 192 dated April 18, 2023, establishing Capital Project No. 661, for design services in the amount of $65,000.00; and

WHEREAS, the Ulster County Legislature adopted Resolution No. 108 dated March 18, 2025, amending Capital Project No. 661, for construction services in the amount of $1,850,000.00; and

WHEREAS, after removal of the existing asphalt wearing course allowed for further inspection of existing concrete bridge deck, additional structural bridge deck repairs are warranted to extend the lifespan of the bridge; and

WHEREAS the Commissioner of Public Works requests that Capital Project No. 661 be amended to fund construction services and construction inspection services in the amount of $500,000.00; and

WHEREAS, pursuant to Resolution No. 689 of December 17, 2024 the Ulster County Bridge Capital Reserve Fund is a Restricted Capital Reserve Fund for any object or purpose for the construction, reconstruction, or acquisition of County-owned bridge capital improvement projects for which bonds may be issued; now, therefore be it

RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 4.5.5 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further

RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further

RESOLVED, that the 2025 Ulster County Operating Budget is hereby amended as follows:

RESOLVED, that Capital Project No. 661 is hereby amended as follows:

and, be it further  

RESOLVED, that the 2025 Ulster County Capital Fund is hereby amended as follows:

 and moves its adoption.
