Chairman of the Housing and Transportation Committee, Jeff Collins, and Deputy Chair Thomas Corcoran, Jr. offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County
Executive on behalf of the Department of Planning; and

 

WHEREAS, New York State Homes and Community Renewal (HCR) made $25 million available for public infrastructure, public facilities, and community planning for Fiscal Year 2024; and

 

WHEREAS, the Ulster County Planning Department identified infrastructure repair, replacement, and upgrades to support existing housing, an eligible activity under HCR’s Community Development Block Grant (CDBG) Program, as a priority and prepared an application requesting $30,000.00 in funding to prepare preliminary engineering reports for the water and septic systems serving two manufactured home communities; and

 

WHEREAS, the Ulster County Legislature conducted the necessary public outreach for the application, including a public hearing with proper public notice, to receive comments on the proposed direction of the County’s application, after which and with consideration of the comments received, a Consolidated Funding Application (CFA) for community planning activities; and

 

WHEREAS, Ulster County has received notice that it has been awarded $30,000.00 in funding for NYS CDBG Project #1160CP111-24 or REDC CFA # 139348 from HCR (CFDA# 14.228) in accordance with its grant application; and

 

WHEREAS, as required by the funding agency, the execution of a contract for $30,000.00 between Ulster County and New York State Housing Trust Fund Corporationmust be signed by the Chief Elected Official; and

 

WHEREAS, in order to accept and appropriate this funding it is necessary to amend the 2025 Ulster County Budget; now, therefore be it

 

RESOLVED, that the County Executive is hereby authorized to execute an agreement (NYS Contract #1160CP111-24) and any amendments thereto, with the New York State Housing Trust Fund Corporation, in the amount of $30,000.00, in the form as filed with the Clerk of the Ulster County Legislature, or as modified with the approval of the County Attorney; and, be it further

 

RESOLVED, that the County Director of Planning is hereby authorized to act as certifying officer including the filing of any certifications necessary for the purposes of implementing this award; and, be it further

 

RESOLVED, that the 2025 Ulster County Budget is hereby amended as follows:
