Referred to: The Public Works and Capital Projects Committee (Chair Nolan and Legislators Donaldson, Kovacs, Litts, and McCollough), and The Ways and Means Committee (Chairman Gavaris and Legislators Collins, Hansut, Kovacs, Nolan, Roberts, and Uchitelle)
Chair of the Public Works and Capital Projects Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this Resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and
WHEREAS, pursuant to Resolution No. 49 of February 18, 2025, Capital Project No. 724 was established by the Ulster County Legislature in the amount of $700,000.00; and
WHEREAS, the approved 2025 – 2030 Capital Improvement Program includes a project titled, “Historic Preservation of County Facilities” totaling $1,225,000.00 to refurbish or stabilize historic county-owned or maintained infrastructure; and
WHEREAS, the County has been awarded a grant from New York State Parks, Recreation and Historic Preservation for $558,232.00 for repairs to the historic Matthewis Persen House in Uptown Kingston; and
WHERAS, Ulster County applied for financial assistance from the New York State Office of Parks, Recreation and Historic Preservation (“OPRHP”) under the Environmental Protection Fund Grant Program for Parks, Preservation and Heritage (“EPF”) for the purpose of funding roof and exterior improvements at the historic Matthewis Persen House in Kingston; now, therefore be it
RESOLVED, Ulster County is authorized to accept these grant funds in an amount not to exceed $558,232.00 for the project described in the grant application; and, be it further
RESOLVED, Ulster County is authorized to agree to the terms and conditions of the State of New York Contract for Grants (“Contract”) with OPRHP for various exterior improvements to the Matthewis Persen House; and, be it further
RESOLVED, Ulster County is authorized to agree to the terms and conditions of any required deed of easement granted to OPRHP that affects title to real property owned by Ulster County and improved by the grant funds, which may be a duly recorded public access covenant, conservation easement, and/or preservation covenant, and, be it further
RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to execute an agreement, and any amendments thereto, in the amount of $558,232.00 with New York State Office of Parks, Recreation and Historic Preservation, in the form as filed with the Clerk of the Legislature, or as modified with the approval of the County Attorney,
and moves its adoption.
