Legislators Joe Maloney and Laura Petit offer the following:

 

WHEREAS, Resolution No. 538 of 2021 approved the Memorandum of Agreement covering the period December 31, 2020 through December 31, 2024, between the County of Ulster and the Ulster County Sheriff’s Employees Association; and

          WHEREAS, during the peak of COVID employees were considered front line workers and required to physically report for duty exposing them and their families to sick inmates and other personnel infected with the virus on a daily basis; and

WHEREAS, the members of this bargaining unit are compelled to report to work fifteen (15) minutes earlier than their shift time for daily briefing and roll call; and

          WHEREAS, the calculations for retroactive pay did not include the fifteen (15) minutes in addition to their regular eight (8) hour shift; and

WHEREAS, it is fair and appropriate to provide one-time payments for actual time worked to those UCSEA members who were not compensated for the time worked as referenced above; now, therefore be it

RESOLVED, the Ulster County Legislature authorizes the total payment, not to exceed fifty thousand ($50,000.00), to pay the thirty-three (33) eligible employees, pursuant to the schedule on file with the Clerk of the Legislature, to compensate for time worked; and, be it further

RESOLVED, the 2023 Ulster County Budget is hereby amended as follows:

RESOLVED, the Commissioner of Finance is hereby authorized to make any and all budget adjustments necessary to transfer and appropriate the necessary funds into the appropriate budget lines,
