Chairwoman of the Energy and Environment Committee, Manna Jo Greene, and Deputy Chair Mary Wawro offer the following:

 

            WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of the Environment; and

         

WHEREAS, the 2020 Ulster County Adopted Operating Budget included position 8090-1040, Environmental Compliance Officer, in the Department of the Environment dedicated to environmental outreach around environmental initiatives including food waste prevention and energy efficiency; and

 

WHEREAS, due to anticipated fiscal concerns resulting from the economic impacts of the COVID-19 pandemic this position was not included in the proposed or adopted 2021 Ulster County Operating Budget; and

 

WHEREAS, Ulster County remains committed to helping residents, businesses, and municipalities address sustainability, renewable energy and energy efficiency; and

 

WHEREAS, the Ulster County Food Waste Prevention and Recovery Act remains in effect which requires the mandatory food scrap composting by large generators and currently there are no staff resources to direct at the implementation of this Act; and

 

WHEREAS, a title was created of Environmental Compliance Officer which would counsel local businesses, companies and agencies on ways to improve their energy efficiency and/or the sustainability of their operations by establishing working relationships, developing outreach and public relations material, and through personal visits; and

         

WHEREAS, in order to reestablish and fund this position an amendment of the 2021 budget is necessary; now, therefore be it

 

RESOLVED, that the 2021 Ulster County Budget is hereby amended as follows to include an Environmental Compliance Officer ($54,792 – 2021 Annual Salary) in the Department of the Environment which shall report to the Director of the Department of the Environment;
