Chairman of the Legislative Programs, Education and Community Services

Committee, David B. Donaldson, Deputy Chair Heidi Haynes, and Legislators

Archer, Bartels, Collins, Delaune, Eckert, Greene, Heppner, Joseph Maloney, Nolan,

Petit, and Rodriguez offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Veterans Services Agency; and

WHEREAS, this resolution will fund the design phase of Capital Project No.

528, to expand the current Veteran Cemetery footprint, walkways, hardscaping, and

create a committal shelter; and

WHEREAS, this project will construct an open air pavilion structure blending

the feeling of a shelter with the outdoors, as well as other landscaping improvements

that will include an additional paved area for an Honor Guard to stand adjacent to the

shelter; and

WHEREAS, the approved 2018 – 2023 Capital Improvement Program

includes a project “Veteran’s Cemetery” in the amount of $270,000 to construct

Service Shelter and other improvements; and

WHEREAS, it is now necessary to establish and fund Capital Project No. 528

in the amount of $110,000; and

WHEREAS, the project constitutes a Type II action under section 2.7 of the

County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List

that was adopted by Resolution No. 118 on April 20, 2010; and

WHEREAS, as per section 3 of the County’s Type II List, this action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA; now, therefore be it

 

RESOLVED, that Capital Project No.528, Veteran’s Cemetery is hereby established

as follows;

CREATE

Capital Project No. 528 Veteran’s Cemetery $110,000.00

and, be it further

RESOLVED, that the 2018 Ulster County Capital Fund is hereby amended as

follows:

INCREASE AMOUNT

HH.1997.0528-4300.4330 Professional Services Architectural $110,000.00

HH.1997.0528-3500.5710 Revenue- Serial Bonds $110,000.00
