Chairman of the Public Health and Social Services Committee, Craig V. Lopez, and

Deputy Chair Kathy Nolan offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Social Services; and

WHEREAS, growing caseloads, fueled by an increase in opioid related

addiction, have resulted in a need for additional staffing in both the Preventive and

Foster Care Units at the Ulster County Department of Social Services; and

WHEREAS, the number of children in foster care over the past twelve months

has increased by approximately 29% to 167 youth in care out of their home; and

WHEREAS, within the past year, 48 of 61 children were removed from their

homes as a result of investigations by the CPS unit and placed into care because of

parental drug use; and

WHEREAS, the severity and complexity of the issues with families and the

need for court-ordered services has resulted in an increase of almost 28% in cases

over the past year within the Preventive Services unit, with a current caseload of over

300; and

WHEREAS, the strain on existing staff results in challenges meeting

requirements, increasing overtime costs, and an increased pressure in meeting State

mandates; and

WHEREAS, the data clearly justifies the need for a mid-year increase in

staffing to reduce caseloads, assure compliance with New York State mandates,

provide quality services to the residents of Ulster County, and avoid potential

liability; and

WHEREAS, the Personnel Director has created three (3) Caseworker

positions (entry grade 13A trainee, Grade 14A full performance) (Full Time) pending

Legislative approval and subsequently allocated such to the competitive class of the

classified civil service; now, therefore, be it
