Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Public Works; and

WHEREAS, an embankment failure on Watson Hollow Road in the Town of

Olive has limited the road to one-way travel that is being maintained by a two-way

stop sign on either side; and

WHEREAS, pursuant to Resolution No. 104 of February 16, 2016, grant

proceeds from the Cornell Cooperative Extension through the Ashokan Watershed

Stream Management Program have been appropriated in the amount of $68,000.00 to

engineer and design stabilization plans for the slope failure; and

 WHEREAS, the 2017-2022 Capital Improvement Program included funding

of $362,000 for the Watson Hollow Slope Stabilization project; and

WHEREAS, an engineering firm has drafted plans for construction to repair

and re-stabilize the road at a total cost of $412,000.00 an increase of $50,000.00; and

 

WHEREAS, the Cornell Cooperative Extension has committed an additional

$250,000.00 in grant funding to be used towards project implementation in the

construction phase of the Project; and

 WHEREAS, the Commissioner of Public Works requests that the 2017-2022

Capital Improvement Program – Watson Hollow Slope Stabilization be amended to

reflect a change in cost from $362,000.00 to $412,000.00, an increase of $50,000.00;

and

WHEREAS, it is now necessary to fund Capital Project No. 511 in the amount

of $412,000.00; and 

 

 WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under

Sections 4.5 of the County of Ulster’s State Environmental Quality Review Act

(SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated

April 20, 2010; and

 WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; now, therefore, be it

 RESOLVED, that Capital Project No. 511 – Watson Hollow Slope

Stabilization is hereby established as follows;

Capital Project No. 511 Watson Hollow Slope Stabilization $412,000.00

and, be it further

 RESOLVED, that the 2017 Ulster County Capital Fund Budget is hereby

amended as follows:
