Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

 

 WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Public Works; and

WHEREAS, the approved 2017 – 2022 Capital Improvement Program

includes a project “Reconstruction of Various Shoulders” in the amount of

$1,500,000 for the project; and

WHEREAS, Capital Project No. 498 was established pursuant to Resolution

No. 62 dated February 15, 2017 in the amount of $250,000.00 to install asphalt

shoulders to include a portion of County Road No 58, Lucas Avenue, from State

Route 213 to Kyserike Road, in the Towns of Marbletown and Rochester; and

WHEREAS, it was determined that an increase to the mileage of the approved

road shoulder project would allow for a safe and seamless transition with the recent

approval of the Federally funded NYSDOT TIP project to construct asphalt shoulders

from Kyserike Rd. to Route 209; and

WHEREAS, the estimated cost for the proposed change would create an

increase to the project of $79,000.00 bringing the total estimated cost of the project to

$329,000.00 ($250,000.00 + $79,000.00); and

WHEREAS, the Commissioner of Public Works requests that Capital Project

No. 498, Reconstruction of Various Shoulders, be amended to reflect a change in the

amount of $79,000.00 to include an increase in shoulder mileage bringing the project

total $329,000.00; and

WHEREAS, the Ulster County Department of Public Works intends to

contract with outside contractors for the Reconstruction of Various Shoulders; and

WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under Section

4.5.3 of the County of Ulster’s State Environmental Quality Review Act (SEQRA)

Type II List, which was adopted pursuant to Resolution No. 118 dated April 20,

2010; and 

 

WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; now, therefore, be it

RESOLVED, that the Commissioner of Finance be authorized to transfer

funds between these projects when bids are opened and as construction progresses;

and, be it further

 RESOLVED, that the Capital Project #498, Reconstruction of Various

Parking Lots, is hereby amended as follows:
