Legislator Chris Allen offers the following:

WHEREAS, Ulster County Government has an emergency evacuation plan in

place for the evacuation of the Ulster County Office Building which is located at 244

Fair Street, Kingston, New York 12401; and

WHEREAS, under the procedure of the emergency evacuation plan for the

Ulster County Office Building "all department and agency heads will ensure that

their supervisors are familiar with and have access to a copy of this plan and are

aware of their responsibilities to follow through" and through which "...department

and agency heads must keep the County Safety Office fully informed of any

emergency situation that develops which endangers life or county property"; and

WHEREAS, Subdivision 4 of Subsection D of the emergency evacuation plan

states that if "Handicapped occupants with the help of a pre-assigned employee...will

be assisted to the Assembly Area and if needed, Evacu-Trac Chairs (stair-chairs)

which are located in both stairways on the sixth floor" will be used to evacuate such

handicapped individuals from the sixth floor; and

WHEREAS, there are occasions when there are more than 120 occupants on

the sixth floor in its entirety during special community-oriented meetings and during

monthly Legislative Session which creates the need for more than two (2) EvacuTrac chairs (stair chairs) to be present on the sixth floor; and

WHEREAS, the Health and Social Services Committee of the Ulster County

Legislature takes the health, safety and welfare of the residents of Ulster County very

seriously; and

WHEREAS, the 23-member Ulster County Legislature is the duly elected

government body with the sworn duty of drafting and passing legislative laws into

effect for Ulster County within the State of New York; now, therefore, be it

RESOLVED, the Ulster County Legislature strongly recommends that two

new Evacu-Trac chairs be purchased for usage on the sixth floor in order to have four

Evacu-Trac chairs available in totality for the evacuation of handicapped individuals

who are visitors on the sixth floor of the Ulster County Building,

 

and move its adoption
